Kitchen Remodeling in Pasadena, MD

Census estimates show about 30% of Pasadena's homes were built in the 2010s, many of them townhouses with open kitchens that need new finishes rather than a new layout, while roughly 18% predate 1970, including small cottage kitchens near the water. In the tidal floodplain, Anne Arundel's 50% substantial-improvement rule can change what a large renovation requires. Solomon Construction & Remodeling handles cabinets, counters, backsplash, flooring, lighting and layout changes.

What the job includes

  • Island, backsplash, counter and lighting upgrades for open-plan townhouse kitchens
  • Full layout changes in older cottages and mid-century homes
  • A floodplain check before a large renovation is scoped
  • Cabinets, quartz or marble-look tops and tile or slab backsplash
  • Scope written for Anne Arundel's Residential Alteration permit

What kinds of kitchens do Pasadena homes have?

Two very different kinds. One is the 2010s townhouse kitchen with an open plan that needs new finishes rather than a new layout. The other is the older home, including converted cottages in waterfront communities like Green Haven, where kitchens tend to be small and may have been added piecemeal as summer places became year-round homes.

The approach is different for each, so we treat them as two different jobs.

Refreshing a 2010s townhouse kitchen

A newer townhouse kitchen usually has a sound layout: an island or peninsula facing the living area, cabinets along one or two walls, and plumbing that’s only a decade or so old. The finishes are usually what is worth changing. Typical updates include:

  • A larger island with seating, or a peninsula converted to an island
  • Quartz counters replacing laminate or entry-level granite
  • A full-height tile or slab backsplash
  • New cabinet doors and hardware, or full cabinet replacement
  • Pendant and under-cabinet lighting on new switches

Since nothing structural moves, these kitchens are mostly finish work. Electrical changes for lighting still bring a trade permit.

Older homes near the water: check the floodplain first

For a house in the tidal floodplain, the first step isn’t picking cabinets. It’s working out how the project’s cost compares with the building’s market value. Anne Arundel County treats any repair, renovation or addition costing 50% or more of that value as a substantial improvement, and then the lowest floor must be raised to one foot above the 100-year flood elevation.

Small cottages can cross that line sooner than owners expect, because their market value is modest and a kitchen gut is a big share of it. Combine the kitchen with a bathroom and new windows, and the total climbs fast. An independent appraisal that leaves out the land value can document the building’s worth for the county.

Planning with Hurricane Isabel in mind

The county’s caution has history behind it. Hurricane Isabel in September 2003 left more than 570 homes and 15 businesses in Anne Arundel County uninhabitable from flooding, according to a county emergency management report. For low-lying kitchens, that’s a reason to think about where appliances, outlets and base cabinets sit relative to the floor, and to choose flooring that can be dried out and kept.

Steps in a full kitchen remodel

For a full remodel in an older Pasadena home, the sequence usually runs:

  1. Floodplain check and scope, so the plan fits the county’s rules from the start
  2. Tear-out of cabinets, counters, flooring and any failed subfloor
  3. Framing for layout changes, then rough plumbing and electrical by licensed trades under their own permits
  4. Drywall, cabinets, counters templated after the base cabinets are set
  5. Backsplash, lighting, flooring and final trim

Permits in Anne Arundel County

A kitchen remodel that stays inside the existing footprint is a Residential Alteration in Anne Arundel County, filed online as a Residential Single Family Dwelling permit, with trade permits as needed. In the tidal floodplain, work costing 50% or more of the building's market value counts as a substantial improvement, and the lowest floor must then sit one foot above the 100-year flood elevation.

Kitchen Remodeling in Pasadena: FAQ

What is the floodplain 50% rule?

It's Anne Arundel County's substantial-improvement test for buildings in the floodplain. If a repair, renovation or addition costs 50% or more of the building's market value, the lowest floor has to be raised to one foot above the 100-year flood elevation. It only applies to houses in the floodplain, so check your parcel first.

How does the county measure my home's market value?

Anne Arundel County's substantial-improvement form allows an independent appraisal of the building, with the value of the land left out. That figure is what the project cost gets compared against. On a Pasadena waterfront lot the land can be worth more than the house, so the building value alone is often lower than owners expect.

Can a kitchen remodel alone trigger the 50% rule?

It can, in a small Pasadena house in the tidal floodplain. A cottage with a modest market value can cross the 50% line with a kitchen gut, especially when a bathroom and new windows are added to the same project. Get the building appraised and the full scope priced before committing, so the elevation question doesn't surprise you.

Do I need a permit just to replace cabinets in my townhouse?

Anne Arundel County doesn't spell out a cosmetic-only threshold for kitchens. In a Pasadena townhouse, once plumbing, wiring or ductwork changes, trade permits are likely, and a broader renovation is a Residential Alteration.
