Deck Builder in Columbia, MD

Howard County requires a permit for any deck of 25 square feet or more, and on Columbia Association-assessed property the village Architectural Committee reviews the deck separately. The county says its permit does not replace village approval. Solomon Construction & Remodeling builds, rebuilds and repairs Columbia decks in composite or pressure-treated lumber, designed to clear both reviews before any lumber is ordered.

What makes a Columbia deck project different?

A deck in Columbia answers to two sets of rules. Howard County’s permit covers the structure, meaning footings, framing, railings and stairs. Your village’s Architectural Committee covers how it looks and where it sits: material, color, footprint, height and railing style. Howard County is clear that the village review is a separate process and that a county permit doesn’t replace it.

So the first question at our estimate isn’t “wood or composite?” It’s “which village are you in?” We read your village’s guidelines with you, then design within them.

Rebuild, replace boards, or start over?

Census estimates put nearly three-quarters of Columbia’s homes between 1970 and 1999, so many decks here date from that era, and they age in predictable ways. Boards check and splinter, railings loosen at the posts, and ledger connections and footings from that era don’t always match today’s standards. Here’s how we decide what a deck needs:

  • Boards only. If the joists, beams and posts are solid, new deck boards can give the deck years more life. Howard County treats board-only replacement as ordinary repair with no permit. Like-for-like boards may also avoid village review in some villages.
  • Boards and railings. Loose or rotted railings are a safety issue. In Howard County, replacing handrails or guardrails needs a permit even with the same product.
  • Full rebuild. When framing or footings are compromised, we tear down and rebuild with new footings, framing, decking, railings and stairs. Expect both a county permit and a village application.

Composite or pressure-treated in Columbia?

Both materials work in Columbia. Composite decking holds its color and doesn’t need staining, but switching from wood to composite is a material and color change that many villages want to review. Pressure-treated lumber costs less up front and fits fast-track options for townhouses in some villages, but it needs regular cleaning and stain.

We’ve built composite decks with white rails and black balusters off French doors, and composite stairs with black aluminum railings. We also refinish and stain existing wood decks when the structure is worth keeping.

Townhouse decks

Census estimates put about a quarter of Columbia’s homes in townhouses, and their decks come with tighter limits. Depth limits, setbacks from the unit edges and matching the neighbors’ decks are typical in village guidelines. Your townhouse association may add its own rules. We measure carefully, keep the build inside the approved footprint, and keep shared walkways clear while we work.

What goes into a village exterior alteration application?

Each village sets its own form, but the core is a site plan and a dimensioned drawing. Hickory Ridge’s 2022 guidelines, for example, ask for both, including railings and stairs, and require an application unless material, color, footprint, railing system and height all stay the same. We draw the deck once and use the same dimensions for the village application and the Howard County permit, so the two sets of drawings never disagree. Your village covenant advisor can tell you how long review takes.

Permits in Howard County

Howard County exempts only decks under 25 square feet from footings and permits; other decks require a permit, with footings at least 18 inches in diameter (or 16 by 16 inches) and 30 inches deep. Replacing deck boards alone is ordinary repair with no permit, but replacing handrails or guardrails requires a permit because they are structural.

Decks & Porches in Columbia: FAQ

Do I need a permit to replace my deck in Columbia?

Usually, yes. Howard County requires a permit for any deck of 25 square feet or more, and that includes a full replacement of a Columbia deck. Swapping only the deck boards on sound framing is ordinary repair and doesn't need a county permit, though a change of material or color may still need village review.

Can I replace my deck railings without a permit?

Not in Howard County. The county treats handrails and guardrails as structural, so replacing the railings on a Columbia deck requires a permit even if you use the same product. If the new railing differs in style or color, your village may also want an exterior alteration application.

Will my village let me switch from wood to composite?

Many villages allow composite decking but treat a change of material or color as an exterior alteration that needs an application. Hickory Ridge's guidelines, for example, require an application unless material, color, footprint, railing and height all stay the same. Check your own village's guidelines; we'll give you the specs to include.

How big can my deck be in Columbia?

That depends on your village and your lot. As one example, Hickory Ridge's guidelines say single-family decks should generally stay within 20 feet of the rear of the house and at least 10 feet from property lines, and townhouse decks have their own limits. Your village covenant advisor has the final word.

How long does a deck replacement take?

Construction on a typical Columbia deck replacement takes days to a couple of weeks, depending on size and stairs, plus the footing inspection before framing. The village application and the Howard County permit usually take longer than the build itself, so we start the paperwork side as early as possible.
